CITY GOVERNMENT
The City of Cave Spring, Georgia operates under a Council/Manager form of government, a structure designed to effectively blend political leadership with professional management. In this system, the City Council, elected by the residents, sets policies, enacts ordinances, and develops an overall vision for the city. The council then appoints a professional City Manager to implement these policies and oversee the day-to-day administrative operations of the city. This arrangement allows for a clear division of responsibilities: the City Council focuses on legislative functions while the City Manager handles administrative duties, ensuring that Cave Spring is managed efficiently and responsively to meet the needs of our community.
The City of Cave Spring Council meets the 2nd Tuesday of each month at 6:00 p.m. Meetings are open to the public and minutes of these meetings are available on the City of Cave Spring website.

Methods of Election
An election is held every two years (odd numbered years) and Mayor and Councilmembers serve 4 years terms. Primaries are not held. Officials are elected by plurality.
Qualification Requirements

Be at least 21 years of age

Be a resident of the City of Cave Spring for one year prior to the election

Be a registered voter

Pay a qualifying fee of 3% of the annual salary
